Going up to $100 I would consider a desktop combo Topping DX1, as not only it has more power than you need, but also is clean on par with dedicated DACs, meaning it can be used as DAC for Amp if you would ever need such in the future.

If you would want to go for a desktop DAC+Amp combo after all, I would suggest $100 Topping DX1. It has output clarity on par with $200 models, enough power to throw you on the floor in pain when using CB-1 (but useful for less sensitive headphones), gain switch which will limit power (might be useful for CB-1), volume knob (make sure you start with it cranked down), and Line Out (to connect powered/active speakers or a more powerful dedicated amplifier if needed in the future for very demanding headphones).

With both L30+KA1 and DX1 around 80 I would just go DX1. It is all that is needed, it has the highest output clarity performance (on par with $200 devices), and is decently future-proof

In recent years though, a DAC+Amp combos like Topping DX1 were released, which have superb output clarity and 3.89Vrms on tap at $100. ... My recommendation would to be get $100 Topping DX1 as it has all that is needed for your headphones, and is unmatched for the price.

If you don't need any particular features which it lacks compared to the other listed devices, it has more than enough power for HD490 Pro, the measured output clarity is on par with $200 Topping DX3 Pro+ and FiiO K7... Imo DX1 is the most reasonable pick.

If you want a desktop device, DAC+Amp combo in particular, then $100 Topping DX1 (its cheapest on Amazon for me in PL) is the highest performance out of those, with a substantially more power.
