A new 3050 can be had for just about 200, I believe Intel has some lower tier cards that might be around the same price if you want new. But otherwise your best bet is just to look for something cheap used, a new 1650 is hard to find based on some minimal research, and the ones I do see are more expensive or the same price as a 3050, so you'd be best served by just getting the 3050 in that scenario.
