If you save up an extra $50 you could get a 1660ti it's a good bit faster and a few years newer, definitely a good start 1080p card

RX590 seems to be 10-15% slower and 5500xt ~20% slower than 1660ti. 1660ti was the last ngreedia gpu with good value per dollar.

1080p and im good i would say Ignore the oc ram part as you can do more harm than good. All you need to get above 60fps would be better gpu.
