Nvidia drivers are miles ahead of AMD drivers, and that’s not at all controversial.
Don’t use the generic Windows drivers. I just did a clean install and, although it installed a driver for my DAC, it didn’t work. Downloaded the official driver from the web site and problem solved.
Only things left is maybe updating the BIOS or changing the processor again if the problem is specifically with that.
You might have updated to a faulty nvidia driver. They are currently really bad in terms of performance, so you should probably roll back to version 566.36 (that was the last truly stable one; not sure if any beyond that were ever truly recommendable)
And the most recent nvidia driver had fans on GPUs not spinning anymore which had to be hotfixed.
After installing the gpu drivers I rebooted and the screen is very pixelated, almost like it is rendering at the wrong resolution even though it is set to the correct one.
I thought this might be the NVIDIA black screen driver problem, so I used DDU in safe mode to wipe drivers, then re-installed from NVIDIA's website. As soon as the driver is installed the black screen reoccurs. Refreshing the driver with Ctrl+Shift+Win+B doesn't help. I've tried three former driver versions and have the same issue, both game versions and studio.

since the latest version of Nvidea driver seems to have some issues, would that be a problem for the new card?
yes, I am good with updating the NVDA drivers, just the mobo I was worried about
