Yes, the NH-U12A is a very solid cooler and more than enough for a 13700F, especially since it’s a non-K chip. It’s quiet, high quality and performs close to some 240mm AIOs.
I am using a Noctua NH-U12A with a 9800x3d. Good ram clearance, cool, quiet. No regrets, I would recommend this over an AIO for reliability and maintenance.
I use it to cool a 12700KF, not the hottest of the LGA1700 chips but still a beast to tame at times. Keeps it under 66(max ever seen it go was 72 ONE time) avg around mid 50’s to low 60’s when gaming.
I use NH-U12A but it seems to be worthless against these genuine hardcore stress tests on intel chips and the sound isn't a strong point of it either, only good part is that it's one of the smallest air coolers that can still allow some i9's to reach over 90% of their potential performance and ig the good part is also the longevity of it since you could settle with it for a decade if you are fine with future i5's.

Cooling a 7950X under full core load, the NH-U12A couldn't keep the CPU from thermal throttling unless fans were at full speed, whereas the Phantom Spirit again kept the CPU under thermal throttling even with fans at low speed and went lower from there.

I own a NH-U12A but I'm not sure if it will do the job, it only keeps my 5950x at 82°C inside the case on a multi-core test which is a way less hot cpu than the 14900kf
Currently on a NH-U12A but it will probably throttle even a 12900kf.
