Given your motherboard and CPU doesn't support PCIe gen 4 I would imagine that it's your motherboard and CPU with its PCIe gen 3 speed, or rather Nvidias boneheaded decision to force the 5060, 5060ti 8gb and 5060ti 16gb, to be limited to 8 PCIe lanes is what may be causing the less than stellar performance
