Well if the 1650 super boots and the 5700XT boots in another machine then maybe something with the BIOS, reset it and if still same issues then flash it to latest version and try again. Should be no reason though the 5700XT doesn't run when it works on another machine and another GPU works in this one, unless it was user error etc.
