The 245k objectively has better multi-thread performance. It has higher power draw in those applications because it has more cores.
The 245k generates less heat in gaming applications, end of story.
The 245k actually draws less power than the 9600x. Same with single-thread applications.
Leave the 245K, it's not bottlenecking the 9070XT so it's fine. At higher resolutions you need much more GPU than CPU power so as long as you don't have a bottleneck the performance increase will be very small
