14600k with 32gb ram will go much further than 16gb ddr5 ram, especially if you have double monitors and like to have a web browser open on the second monitor for multi tasking. There's no reason to be going for AM5 unless you want to have an x3d chip. Intel just runs smoother.
otherwise you can just get major value with a 14600k + DDR4 ram as the ultimate budget building right now.
