At high quality settings, you’re running low FPS, which means that your CPU won’t be the thing holding you back (CPU has to send instructions to GPU for every frame rendered, so in some cases a flagship GPU running low resolution monitor will be held up by the CPU’s ability to send instructions quickly enough- not happening for you in this case though).
OP's configuration (B460 chipset + Core i5-10400F) is already hard-limited to a maximum of 2666MHz, so the only real question left would be the timings.
10400 is not much of an upgrade - 106/700 or 116/700 would be better.
I upgraded from an i5-10400f to a 9800x3d and while it is an upgrade it wasn't really necessary.
I updated my driver, and searched if my cpu bottlenecks (i5-10400F).
It really depends on ur market but this what i think of u can do with i5-10400f maybe which is better than the ryzen
