If the parts and new and malfunctioning; warranty and let the store give you another one that does work/let the company supply a working unit. If it is brand new a BIOS update should not be necessary as the stuff is quite old now; motherboard is a 2023 unit and while it does have the latest F6 (1.0) / FE (1.1) BIOS from October, it is Agesa and a few vulnerabilities and not much more. The CPU (2022) is old enough to be supported by all BIOS versions. 2x8GB RAM is easy to run and should give no issues.

Just RMA the board if you've confirmed RAM works elsewhere. Bad Memory channels are very rarely CPU based. It happens. Just much more rare.

Switch the sticks to see if the working stick is detected in the other slot. If it is not, there may be a dead memory slot or the CPU has an issue with the memory channel. You kind of need another motherboard to verify which issue it is.
