I would not recommend Intel GPU to someone new. Intel doesn't have the user friendliness yet that amd and nvidia offer. I would rather say, have a look at second hand cards. I just bought a amd 6700xt for 200 euro which is a much better card than the Intel B580.
I have never used or read up on the arc series GPU's, so that's the only thing iffy with me.
Buy a used video card if you can. That amount can get you much better on the used market.
