Ok my 2nd mobo did that exact same thing you described. Mine ended up being PSU but yours actually turn on.

I can only see that happening if the RAM was forced in hard incorrectly at any point. With RAM slots going bad, it could either be a short caused by too much dust or debris building up in the slots, or the PSU began to fail and caused a short throughout the whole board.

I had symptoms 1&2 happen to me a while back. Ram slots themselves went bad (I never figured out what caused it). Had to replace the whole mobo sadly.
