I'd go for a 850w PSU. And 265k instead of 9900x because that's a niche cpu.

My GPU temps are going to be abnormal at ideal situation. I am having R9 9900x with MSI B850 Tomahawk Max Wifi also an Deepcool LE720 360 mm AIO for cooling. Still does not know why the basic ideal temp or my CPU does not come under 55°c. And with 10 % usage it rise to 75°c.

My 9900x is running a -30CO, temps never go beyond 80 and lost only 5% of performance.
Temps are awesome (from someone who only had laptops until now and was always gaming at +85ºc) with 5 intake fans and 3 exhaust (AIO). GPU idles around 30ºC and CPU around 40ºC. While gaming both are at mid 50s and while rendering/exporting GPU sits at mid 50s and CPU around 75ºC.
the 9900x might be more than enough. ... difference of 13% in after effects , in premier pro the difference is even less 6%.
