Cs2 needd almost no GPU performance and is very very CPU reliant. So yeah you are probably bottlenecked by the CPU especially if you are playing at 1080p.

while the 3600 actually loses in productivity-exclusive multithread work vs the 2700X, it's a good bit quicker any time you're not fully using the 2700X... Which is most of the time.
