If you think you can squeeze it, a Ryzen 7600 or 9600x (whichever is cheaper) on a budget b650 board and ddr5 ram would perform better than any ryzen 5000 cpu and leave you room for very big upgrades.
It's crazy that you're getting that performance per watt and you can use a little baby air cooler with no issue.

9600x is a 65 Watt TDP CPU in stock mode. Both dual tower coolers are overkill anyways.
