I have a 9070 (not even an XT!) in my couch gaming PC and I've yet to find a game it can't handle just fine, even if the game doesn't have FSR4.
One of the reasons I went for a 9070 non-XT is to save £100 not having to upgrade my PSU. And its a great card.
The 9070 will struggle at 4k especially with an ultrawide 4k which requires even more pixels!
For that price just get the 9070 if you are mainly going to use it for gaming!
