I have been using my pc which has a Tuf gaming b550-plus wifi motherboard and a Radeon 6750 xt and have been experiencing tons of lag freeze framing and my rust constantly crashes.
You can get a used 6750xt for that budget if you want the most performance you can get for your money.
Something like an RX 6700 XT / 6750 XT or RTX 4060 would be a massive jump from a GTX 1070 and fit roughly in the $350-400 range.
