If we're talking 8-9 days I'd suggest 5 in Ljubljana as a base for day trips and then you could do 3 days by the coast in Piran or you could go east to Maribor, which is also really nice.

I couldn't find much to do in Brasov. Thought there would be lots of hiking but the trail up to the sign overlooking the town was very muddy and slippery, so I gave up.
Brasov is where you should spend most of your time. Everything else is a day at best.
If you really have to stick to two bases, make them Brasov and Sibiu.

The nearby main railway line goes through Gorna Ohreovitsa, take the train to Bucharest then take the train to Brasov in Transylvania, visit Bram castle..
