Thule Aion 28L. I little over your spec but I can’t think of anything else that ticks most of those boxes apart from hydration bladder
I recently picked up the Aion 28L and am liking it. Giving it the EDC treatment right now, and thus far like it for a EDC/Travel hybrid more than AER Travel Pack small etc. or Daylite 26+6.
I would suggest a Thule Aion 28l or Subterra 2 26l. Both are expandable to 32l. ... Especially for this price point they are a good choice.
For travel backpack, try check the Thule Aion 28L. They have the 40L version as well if you need bigger capacity.
