The only realistic option I see is switch to Sony a6600 with tamron 17 70 mm f2.8 both used.
The Sony A6600 or the Fujifilm X-S10 are the best cameras you can get under that budget and the features you absolutely need. Both have IBIS and similar in size as the Canon SL3.
I've since started to consider an a6600 which seems to have a more robust body and ok sealing.
Then I 1 Bagged (North Face Trek 25L) in China for a couple week long trips and Spain for day trips with a Sony a6600 and a 50mm prime.
This summer I bought a 2nd hand Sony A6600 + Tamron 17-70 f/2.8 to get back into photography, which has been very fun.
