I think better add more budget for A6100 with kit lens. A6100 has similiar feature as A6400. The main feature is human and animal eye AF.
Sony a6100 and 6400, my photos look very soft, blury and noisy.
If you are just starting out and only had $900 to spend, assuming you are getting just the one kit lens, I'd lean towards the a6100 from Sony or R50 from Canon.
I would look into buying an used Sony a6100/a6400, Canon R50 or Nikon Z50 I/II with a good all-rounder lens like the Sigma 18-50mm F2.8 (only for Sony and Canon R50). All the cameras listed will take great photos

For $1k, look shop around for used APS-C cameras: Canon R50, Sony A6100, A6400 etc.
