These are exactly what Malassezia yeast, the fungus behind "fungal acne" loves to eat. When this yeast overgrows, it causes small, itchy bumps that look like acne but don't respond to typical acne treatments. But if you're acne prone, especially to fungal acne, it's worth checking your ingredient lists. That "natural" moisturizer might be feeding the very thing causing your breakouts.
