PSA does provide international shipping quotes, so I'd definitely recommend OP to reach out to PSA to see what it might cost to get a couple of their subs shipped to the Philippines.
Did you research PSA, Paradigm, or PSB? All very good brands with quality that in my experience exceeds their price points.
SVS, PSA and Rythmik are excellent subwoofers brands.
I also vote for psa and I have 4x18's 😅 Best bang for the buck on the market
Other than that take a look at PSA. You could also get two 18" sealed for like $2200-2400
An 18" sub that outperforms a pb16 ultra costs half as much.
My subwoofer recommendation would be PSA or SVS.

Reply: That said, the lighter more "pro audio" style b&c drivers that psa uses are much better suited for music reproduction than most subs. They can still go plenty low though. If you’re gonna spend new PB-4000 money, you’re better off to go PSA IMO. I think once you get into big boy subs, they check all the boxes, more so than the rest.
Look into Kef also with a PSA or Hsu or SVS sub(s).
