The best substrate would be just a small layer (inch) of topsoil or organic potting mix, and then capped off with all purpose play sand/pool filter sand, or a very fine grit gravel.
Pool filter sand is much preferable. It's one mesh size designed not to compact and readily gives up it's dust vs playsand.

The grains are so fine that the sand can get impacted, making it difficult for the plants to get enough oxygen for their roots and spread their roots out as much as possible. You may also have trouble keeping plants rooted. You can also get pockets of sulfur gas if you don't stir up the substrate by hand regularly
