Pros

  • I use OneNote for PDF annotation and notetaking on an iPad (I use an iPad Air but it works fine on the base A16 models, too). It's cross-platform, so whatever tablet you get should be able to use it.
  • The screen on the right is my Pixel Tablet! I use it for OneNote or any other drawing tasks, and use SuperDisplay on that to turn it into a second screen on my laptop so that I can use the stylus on windows
  • Then use their OCR app to transfer it to google and/or one note depending on my needs.
  • Otherwise you can take notes directly with OneNote, I haven’t tried it yet, but it syncs to Windows too and it is a Microsoft app.
  • I use OneNote extensively across all of my devices, but my main is my iPad, followed by Windows. I don’t think you need to worry about things syncing across different devices.

If that's overkill, then maybe Samsung notes, one note, obsidian, etc. There's a lot of great basic note taking apps.
