if you want true pigment help you need ingredients that penetrate those layers (glycolic is surface level resurfacing) - you need Kojic acid / tranexamic acid to suppress melanocytes aka dark spots
You might want to look into azelaic acid or kojic acid, both are pretty solid for hormonal pigmentation.

Kojic acid is great but the soap part makes skin dry and dull because it's very harsh. switch to a gentle syndet cleanser that will already improve much.
Alpha-arbutin and Kojic Acid are also good ingredients for dark spots and Be Minimalist makes the Kojic Acid 2% + Alpha Arbutin 1%.
