I like Canmake and Cezanne eyeshadows. Their powder formulas are buttery soft and have a nice, nuanced gleam effect. What they offer is so simple but done so well at a drugstore price.

I'll put in another vote for Canmake, they have a good range of colors and many that suit warmer skin tones. Also, the formulas are excellent for the price.
Budget - excel, for sure. canmake as a close second.
