DC in February is not a picnic either look at its current weather at the moment.
So much to see in the city, museums, great walking tours, monuments. 2 weeks is a great amount of time if you don’t like a rushed schedule. Gives you time to go out to some of the more off track locations like Glenstone museum & a day trip to Baltimore.

York is beautiful, Durham is alright - but both just posh, slightly out of touch northern towns similar to Bath.
And if you want to rely on public transport, I’d look at places like Edinburgh, York, or Copenhagen. All easy to get around without a car, not usually crazy hot, and plenty to do with kids.
