3 nights is fine in DC and Philly, you will have plenty of time.
DC in February is not a picnic either look at its current weather at the moment.
So much to see in the city, museums, great walking tours, monuments. 2 weeks is a great amount of time if you don’t like a rushed schedule. Gives you time to go out to some of the more off track locations like Glenstone museum & a day trip to Baltimore.
I actually did a longer stay in DC and it didn’t feel like too much at all. The museums alone take days if you do them properly, and once you slow down, the city opens up a lot more beyond the usual tourist spots. By the second week it felt more like living there than visiting, which I really enjoyed. Definitely worth it if you’re not trying to rush everything 👍

April is great time to visit Washington DC to coincide with the cherry blossoms and the Cherry Blossom festival. Beautiful time of year. You’ll have a lot to do & see as a solo traveler. The national museums, monuments and galleries are all free. Recommend staying in the Penn Quarter neighborhood so you can walk to the monuments and museums on the National Mall.
