We went to the Kenyan cost and did not love it. Mombasa was busy and you could not relax at the beach without people approaching you unless you could find some private beach clubs or hotels that let you use their beach (for a fee). We went up to Watamu and the beaches were filled with garbage seaweed piles and the water wasn’t great. Every time we walked in the beach we had to pretended like we couldn’t understand the hustlers.
If you're avoiding luxury I assume it's due to price and Zanzibar would be a much better option than Mauritius and Seychelles.
Zanzibar is normally not a destination I'd recommend as a standalone, as there are much better beach destinations closer to the US, BUT in your case, your mom doesn't like to swim, Zanzibar mainland has a ton of various priced beach options, none of which prioritize swimming.
Not sure where you are from, but Zanzibar was cool. NY and LA are fine. I guess. Your money will probably go a lot further in Zanzibar.
For beach, Zanzibar would make sense as a bolt on to Jenya / Tanzania trip.
in masai Mara, ngorongoro crater, Serengeti, then stone town and the northern beaches on Zanzibar. The total experience of the game drives (easily see all of the big 5 plus so many more - masai Mara was great and closer - we drove all the way across to western Tanzania to Serengeti), stone town, and turquoise water and beach’s are an amazing package for a trip.
We already went to Namibia (absolutely loved it but this time around we’d like to have nice beaches as well), Zanzibar, Costa Rica etc..

This included the main town of Arusha, often-visited campsites in the Serengeti and Ngorongoro, and Stone Town in Zanzibar. If you're doing a safari, you'll mainly be in the jeep, so the risk is quite low in general if you book popular tours. I felt safe and had no health issues during my trip.
Zanzibar is overrated. Too many people wanting tips for things you did not ask for.
