The drive to whistler from Vancouver is quite stunning. The drive from Portland up the gorge is also you’re stunning. Lots to do and see in both places. I’d probably choose Whistler myself, but I don’t think either is a bad choice.
Whistler is expensive and polished, and there is also stunning nature in every direction.
Whistler would probably be a better bet without a car. The only thing I’d say Squamish has that Whistler doesn’t is rock climbing.
Given your vacation will be in August I'd start booking accommodations ASAP, especially Tofino, Whistler, Banff and Jasper.

The drive between Vancouver and Whistler is lovely in summer. Such a beautiful place and some decent hikes along the way, but I’m not sure how easy it is to do without a car.
I live an hour from Whistler so always recommend it, it’s a great place.
Pemberton, Whistler and Squamish have incredible hiking, lakes, restaurants, etc so an overnight there feels too short too.
The drive along Howe Sound to Whistler is impressive-Whistler itself an overpriced shopping mall with no redeeming qualities.
