Alternatively, I can recommend Poland. Krakow, Wroclaw, Gdansk, Warsaw, Lodz, and Poznan are all truly beautiful cities.
You could take a train to Warsaw. It has a lot of WWII history as it was completely destroyed during the war and rebuilt from scratch afterwards. They rebuilt a replica of a lot of things after the war including the Old Town which is beautiful.
From Berlin you can push east to Warsaw Krakow, Prague and Budapest or North to Baltics, although it would work better starting in Warsaw or Helsinki
Right now when it comes to cities with good tourism infrastructure but still a reasonable cost of living: Lisbon, Porto, Madrid, Lyon, Vienna, Prague, Budapest, Krakow, Warsaw and Berlin in Europe.
