VXUS or IXUS would be better choices.
I use Vanguard and have a 90/10 split between VTI (Total American Market) and VXUS (International Market). Works fine for me and has had pretty substantial returns lately.
Personally, I've chosen a split between the last two, because I wanted to weight more heavily toward domestic.
90% VOO is your best bet, the others are meh.
Last time I checked, VT is basically 60% VTI (US) and 40% VXUS (International). If you want to be more VT heavy, then you can buy them separately.
