The Troubadour Apex 3.0 is 25L. It’s got a compartment big enough for a 17 inch laptop. Just checked the measurements. It’s 15 cm deep, so I think it might be the exact size that you’re looking for. I also commute on public transportation, and it’s just fine for me on crowded days. It’s not too heavy either, and it is water-resistant.
The Apex 3.0 from Troubadour is my daily commute backpack. I have a 17” laptop in it each day, along with my cables, some other work stuff, and some personal supplies. The material that it’s made out of is pretty unique; it is recycled from plastic water bottles. So, it is water-repellent. I’ve had to jog through downpours a few times, and my computer stayed fully dry, so I can testify that it works.
I personally own this backpack, and it’s wonderful. I would definitely advise reconsidering and spending the small amount of extra.
