Honestly, Toronto is great. Queen West, Trinity Bellwoods, Kensington, UofT campus, amazing places to pass time and enjoy life while spending zero dollars. It’s just that accommodations are pricey - that’s life.

I’d actually recommend Toronto if you can tack on an extra three days or so. You can get a train that will take about four hours each way. Quebec City is great, but coming from Europe I think Toronto will be more interesting for you.
