Taoyuan is pretty average as a tourist destination with not a lot going on but if you're just looking to get something good to eat and walk around a bit it works just fine.
As someone who lives in Taipei, I can't think of a place to avoid in the city.
If you are open to Asia, Taipei. It can be a little chaotic in some areas - it is a big city for good and bad - but is safe, walkable and has good food. Stay away from the night markets if you want to avoid chaos but they are very fun.
Taipei is surprisingly expensive accommodation-wise. For me it was just not just more expensive than Bangkok but more than Japan.

Taipei is brilliant for the type of streetscape you’re thinking of. Most of the Mainland has moved away from neon signage and tends to be newer and more standardised across the different cities IME. Taiwanese food is also 1 of 1 in my book

Parent context: Taiwan offers well organized infrastructure at reasonable cost of living. Reply: That's a little misleading. Winter is Taipei is chilly and humid. It's cloudy for weeks at a time. You'll need a winter coat, and make sure it has a liner for the wind. The humidity makes it feel colder than it is. I love Taipei, and I lived in the area for 5 years, but I didn't enjoy the winter weather.
I visited Taipei a few years ago, and regularly visit Tokyo. They’re both modern East Asian cities, but have a very different feel. English is far less common in Taipei, but the people are also very, very welcoming and pleased to have visitors. I highly recommend a visit.
