It's the same problem Starfield had, nobody even swears, there's no real villains that are ever actually menacing, there's no conflict or drama, it makes it hard to actually take it seriously and get invested.
I love Starfield, but Fallout 4 would make way more sense.

The biggest flaw of Starfield is how utterly bland and sterile the worldbuilding and writing is. I get they wanted to go for a clean retro futuristic aesthetic, but everything was so dull. The characters were bland, the quests rarely lacked a punch, and the tone of the moral dilemmas was like a saturday morning cartoon.
The game doesn’t do much interesting at all. It’s one of the most sterile and bland games I’ve ever played.
