Honestly, Seattle! It might not fit exactly perfectly with your description but it does seem like a place you would enjoy. There's some kitsch there, lots of charm, ferries, hiking, shopping, museums, and funk. You don't need a car.
Seattle and Portland are pretty public transport friendly within the city limits.
I lived in Seattle for nearly thirty years, and am now in San Diego. I miss the Pacific Northwest dearly. My lonesome blues-heartache is not about the city, but the mountains, fir-covered forests, Puget Sound, the wild Pacific on the west coast, the rivers, the many shades of green, and the wildlife of land and sea.
The only advantage of Seattle is that there will be more neighborhoods to explore, each with different characteristics. Seattle will have corporate vibes and will be considerable more expensive. Seattle has easier access to hikes and the cascades are more beautiful than the mountains in Maine. Considerably less bugs than Maine on hikes. Something to consider: Seattle will most likely have smoke from the forest fires this summer which makes going outside difficult.
Oregon Coast or Seattle.
