The water front is fun and you can take a day trip to Quebec City which is an amazing old world walled town. Lots of history and charm.
So you should stay in the Windsor-Quebec City heartland. There should be some cheap flights if you’re flexible, or otherwise get on the VIA trains. Montreal is amazing. Quebec city is a bit smaller and has the incredible old city with intact walls.
If its your first time id do Montreal and Quebec city. You get to see something different from the rest of the country and it feels a bit like Europe.

Quebec City is at least a 7-hour drive from Toronto and is not suitable for a one-night stay unless you don’t plan on seeing anything but the inside of a car and the traffic on the 401.
May I suggest Montreal and/or Quebec City? Like Switzerland, safer than the US, away from home, need to deal with passports etc but not as physically far away.
I love Quebec City, but it's a minimum of a 5 hour round trip from Montréal. I recommend spending the night, but if you can't/don't want to, be very intentional with your planning.
