Pros

  • Procreate is a good drawing app, one the best l have ever used but you have to keep in mind cost
  • on iPad you have Procreate, Affinity, and a lot of pro‑grade drawing and design apps that are extremely well optimized and tightly integrated with the hardware and the Pencil.
  • Have you seen Procreate?
  • Learning how to use procreate will set you up for digital art. ... I love that app!
  • I'm under the impression iPads with goodnotes for studying and procreate for drawing are the gold standard

Procreate is great, but Android is big enough these days that there are some really good apps on android now too.

Best option is probably going to be an iPad with ProCreate. Mostly because you can't get ProCreate for Android.

For creatives and notetakers, many apps will don't have Android versions and will never get them. Some notable apps are Procreate, Notability, a version of GoodNotes that's device native, all Affinity tools, AutoCAD, some Adobe tools, etc.
