I have traveled extensively in Europe with my dog (Germany, Poland, Czech Republic, Austria, Italy, Switzerland, France, Netherlands) and it's overall a quite relaxed experience.
You can also look at Poland, though I have never been.
Gotta be honest, felt proper uncomfortable in a way I've never really felt travelling before... I get it, you're in their country, they don't owe us English. But the hostility was mad.
Spent +40 nights in Poland visiting all of Gdańsk, Wrocław, Poznań, Kraków, Warszawa, Szczecin, Jelenia Góra and Zielona Góra (and Malbork, Leszno, Bolesławiec, and Cieplice Śląskie-Zdrój) and we have *never* had any of these issues whatsoever. Au contraire, our experience has always been the exact opposite. Very friendly people overall, always trying their best to communicate even if their English was not amazing.
So you could go to Portugal, Spain or Greece until June, then Central or Eastern Europe in summer - like Czech Republic, Poland, Hungary, Romania. Both Eastern and Southern Europe are generally cheaper than other parts of Europe, you can travel conveniently with your budget.
I feel like it might be better to stay in Poland personally just because you don’t have to take another flight and you can see another country in depth. Also I should mention that Warsaw and Gdansk will likely be A LOT cheaper in terms of accommodation and food than Berlin for example.
Also if you are on tight budget you might be interested in checking Central Europe. For example, Poland is very safe and still pretty cheap.
