I had my Osprey.
This year, I traveled with an Osprey and my oldest traveled with a dry bag he converted into his backpack.
Accessing anything from it is super fast, compared to stumbling around in the zillion pockets of Osprey (even if it is not fully packed or under stress).
With the Tortuga backpack, I would use a tote bag or a large sling. Perhaps Osprey, Alpaka, Bellroy.
Several of the Osprey bags have their “Straitjacket” compression system that will squeeze your jacket well.
Osprey makes nice packs — you can probably find one that’s the right size for like $200, and that’s the best use of most of your money.
