Montreal on the other hand is a great "city" trip. So much good food form bagles to Montreal smoked mean and poutine. Lots of cool little parks, museums, churches, and shops. Duck fat fries are amazing. So, so much good food. The water front is fun and you can take a day trip to Quebec City which is an amazing old world walled town. Lots of history and charm.
Three weeks gives you lost of time to do Toronto to Montreal, with some outdoor stuff along the way.
So you should stay in the Windsor-Quebec City heartland. There should be some cheap flights if you’re flexible, or otherwise get on the VIA trains. Montreal is amazing. Quebec city is a bit smaller and has the incredible old city with intact walls.
In Montréal though you can feel the layering of the city and history and culture make it truly unique - and maybe having lots of money to flash is less important there.
If you're in Toronto, easiest thing is to just rent a car, and drive down to Niagara Region, or east to Kingston / Prince Edward County, further east to Ottawa or Montreal, or north to Algonquin Park and Muskoka regions.
Montreal is one of my favorite cities but I even like QC more so. Def worth an overnight trip if you’re able to go
