Montenegro. Went back in 2018 and you could barely find a tourist who wasn’t Russian - a handful of Brits and Americans but it was largely untouched by western tourists. Even a lot of the locals and restaurants didn’t speak a lot of English which is always a sign. It was really nice.
Montenegro has really nice places which are worth visiting.
I also agree with the commenter above that I'd choose Montenegro over Albania - especially Kotor. It's like a fantasy novel or movie. Walled city with winding alleys and stone buildings next to the water and surrounded by mountains. I loved it. Incredible food too. I'd go back in a heartbeat.
We loved Kotor, Montenegro. Mostar, Bosnia-Herzegovina isn't too far and they're both really interesting, beautiful, affordable locations.
I would say Montenegro is more expensive btw, not a crazy amount but it’s noticeable!
Montenegro > Albania, especially as a solo female traveller- Albania has been one of the only countries I’ve felt unsafe as a woman, I’ve been all over the Balkans and never had that same feeling. It’s a beautiful country and Tirana felt fine, but overall, I’d still pick Montenegro.
I think the best option for you is Montenegro and here's why. It's one of the most stunning countries in the entire Europe when it comes to nature itself, you'll do a lot of hiking but also great swimming places too. It may not be as great culturaly as some other countries (still has something to it) but Montenegro is very much "untouched" by the tourists, you can't say that about Croatia or Spain. And it certainly isn't as expensive as those countries.
I had no issue taking a car rented in Croatia into Bosnia and Montenegro.
I was looking for something cheap as well and Montenegro popped up. Looked beautiful and Airbnbs are very cheap.
