Lisbon and Porto are quite hilly so walking means a lot of ups and downs, but distances are small.
Lisbon:Alfama and Bairro Alto are the neighborhoods to stay in. Don't miss the custard tarts in Belém - they're famous for a reason. Time Out Market is worth checking out for food.
On the streets of Lisbon there was a constant smell of urine that we could feel all the time.
For 60$ a day - nothing. Lisbon is amazing and it’s typically cheap but not that cheap. The location matters a lot, parties can get expensive quickly if you’re far and you have to pay entrance fee (bolt + entrance fee can alone get it to 30-40$).
I also never noticed any particular smell in Lisbon that doesn't exist in any city, nor did I see trash everywhere anywhere I went.

Madrid. Yeah, it's more of a pain to get to if you're coming from Porto, but it's head and shoulders a better city than Lison (that said, I'd do Lisbon + Madrid, but that just me)
