I feel this way about Lima. It was a completely magical place for me on my first trip - the food, the culture, the streets, the people. I knew after a week that I wanted to come back here for longer. A year later, I'm back for a month and everything is just dull
Lima, Cusco and the Sacred Valley are all great and the food is some of my favorite in the world.
Traffic is horrendous, and it may take you up to two hours to get to the nicer areas of Miraflores and San Isidro to enjoy some good food and see some of the local sites.
Peru, in general, is safer and has more walkable cities (although Lima only has a few areas that are walkable in my opinion). If you stick to the nice parts of Lima, Cusco/Cusco area (to MP etc), Arequipa, etc, you can likely do it solo and without a group tour.
Depending on the size of city you want, I’d say Lima or Cusco Peru. It’s safe, affordable and easy to get around the city.

Lima has great food but it was really hard to get around because of insane traffic. We had to skip exploring the main square area bc it would have involved more than 90 … Be sure to visit Barranco. It was charming.

Think Lima is massively underrated - affordable, by the beach, mild temperatures, some of the friendliest locals you'll find in a capital city, can easily avoid English outside Miraflores and Barranco, good nightlife, best food in South America
