A lot of Kyrgyzstan and Tajikistan was snowed in as you mentioned so we mostly stuck to major Kyrgyz cities and just popped over to Panjakent, TJ from Samarkand.
I definitely met more travelers in Kyrgyzstan than in Kazakhstan, but I had local friends in Almaty and Astana who I spent most of my time there with so take my lack of finding other travelers in KZ with a grain of salt.
Kyrgyzstan, no question. You already said you're interested in national holidays and the local atmosphere — that's not something you can just plan for on any trip. Independence Day will give you something you can't get on a random Tuesday in Urumqi.
If you love nature, lakes, mountains, trekking, camping and discovering different cultures, you will really enjoy Kyrgyzstan ☺️
But in May, at high-altitude lakes above 3000 meters it will most likely still be cold, and there can even be snow. So I would recommend choosing places at lower elevations.
