I've been to nearly 70 countries, including most of those well trodden, and Kotor is the most scenic place I've been, particularly from the fortress as you mention.
I’d pick Kotor, especially in early October. I went around that time and it just felt right: still warm enough to swim, but way calmer once the summer crowds leave. You get all the beauty of the old town and the bay without it feeling overrun, and it’s easy to slip into a slower, more local rhythm. For a month, it hits that sweet spot between scenic, livable, and not too hectic.
I spent a month in Kotor. It's stunning and there's some good hiking and the supermarkets are decent, but the old town is extremely touristy. Most restaurants and cafes are geared toward tourists and tend to be high priced with lower quality and, depending on when you're there, the alleyways of old town can be jam packed with people.
We did Kotor and Mostar in one day. It was a full day but it was doable.

I also agree with the commenter above that I'd choose Montenegro over Albania - especially Kotor. It's like a fantasy novel or movie. Walled city with winding alleys and stone buildings next to the water and surrounded by mountains. I loved it. Incredible food too. I'd go back in a heartbeat.
We loved Kotor, Montenegro. Mostar, Bosnia-Herzegovina isn't too far and they're both really interesting, beautiful, affordable locations.
No Kotor?
I've seen tons of itineraries suggesting the usual places like Dubrovnik and Kotor, so I'm kind of looking to go to a few other places to avoid the super large crowds.
