Let me be the guy to suggest the full moon party in Koh Phanghan, Thailand. Really cool Island, mostly in your age range, lots of fun and lots going on the other neighbouring islands of Koh Tao (cheap scuba diving) and Koh Samui (ultimate relax and beach vibes). I went when I was 31 and loved it.
